China has become the No. 1 motorcycle producer of the world for 12 years, and it also ranked first in the world for the fifth consecutive year in exporting motorcycles in 2005. However, China's motorcycle export has to quit some important international market for the reason of disordered competition, and the average profit rate has dropped to 1%.
On January 5th, the Ministry of Commerce, The National Development and Reform Commission, the General Administration of Customs, the State Bureau of Quality and Technical Supervision, and the Certification and Accreditation Administration have jointly issued a circular, which sets a higher threshold for companies engaged in motorbike export. The five ministries and commissions decide to use new management mechanism of the export qualification from March 1st, 2006, the enterprises that have not obtained the export license will no longer have the export qualification of motorcycle products. And the enterprises that hadn't achieved a minimum export value of US$500,000 in 2004 or hadn't sold over 30,000 motorcycles in the domestic market during that same year will no longer have the motorcycle entire vehicle export qualification.
Just before, our country has constituted a strict ingress system in production field and domestic market. But the management of motorcycle export is loose. "Anyone who can manufacture motorcycle has qualification to export". As our country cancelled the invite public bidding of export quota in 2005, the export procession of motorcycle has extended rapidly, and the competition has greatly enhanced. The low-price policy of some companies has led to "disordered competition" in this sector.
According to statistic, over the past five years, exporters increased in number to 815 last year from 257 in 1999. The enterprise whose amount of export hasn't reached to 1000 rose to 334 from the 115 in 2004. Only 72 enterprises that amount of export reached 10000 units. Experts considered that, the low price of the motorcycle not only affect-ed the benefit of china enterprises, but also affected the visualizing of the "MADE IN CHINA", so as to the argument the China motorcycle "sold as kilo".
This time, the purpose of publishing the circular is to rectify the motorcycle export market, upgrade the whole visualize of our motorcycle production and international competitive power, so as to make the international market confide "MADE IN CHINA".
